For a few generations of GPUs now the GPUs have no longer been running with a set clockspeed instead boosting to a higher clockspeed that is partly determined by power target limit and temperatures. Started 1 minute ago Some also say that the cooler also keeps the VRAM cooler (which causes the GPU to run a tad hotter), but I see the same overall 94C for the VRAM too. Mine is slightly more reduction because I also reduced the memory speed a bit since it makes virtually no difference, and the clock speed is on the low end. So at a higher RPM, the GPU is a bit hotter than your Strix, but the RAM is considerably cooler (real gaming could push things higher, specially if I need to bump the voltage for stability). Usually you just increase the clockspeed, sometimes with an extra increase in voltage and presto! So no matter what, it downclocks to meet the 70C. On the stock curve for my 3090FE the card sits at 1830/1860 and given enough time the fans hit 1600rpm which is over my starting to get annoying noise threshold.
